If, however, the bill is passed by the second house in a different form, it is returned to the house in which it originated. If the changes are accepted, the bill is enrolled and presented to the Governor. If the first house rejects the changes to the second house, the bill is referred to a conference committee where an attempt is made to work out the differences. If the first conference committee fails to resolve the differences, a second conference committee may be named. Both houses must vote on the conference committee changes.
